1) read with intent on seeking to understand, 2) understand who was writing, 3) to whom did the writer address, 4) what is the subject under discussion 5) the subject under discussion, did it apply to the Old Testament saints, the New Testament saints, who? 6) what is said about the subject under discussion.

EXAMPLE: Ephesians 3:1-11. Paul addressed his words to the saints residing in Ephesus. He spoke to them about salvation in Christ, how the Lord Jesus tore down the barrier that existed between the Jews (circumcised) and Gentiles (uncircumcised) and reconciled them both together in Christ, in His body the church. In 3:1-11, the subject is God’s church and its greatness in God’s plan of redemption.

This is known as hermeneutics (a plan methodology of interpretation).
